VPA Rules and Guidelines

Like all condominium associations with shared features and facilities, the VPA has explicit rules of conduct in the shared areas that all owners, and renters, must respect; failure to do so can result in penalties.

 Here are summaries of the VPA Bylaws.

Board                    

bulletThe Association has a Board of Directors that currently includes four members--including a President, Treasurer, two VPs.
bulletThe  board is elected by owners at the annual association meeting that usually is held in May.
bulletBoard can approve the managing agent--currently the Property Group.
bulletthe managing agency collects common charges and any special assessments;
bulletBoard adopts and amend bylaws of the association as well as manages the
budget for the association, and can make contracts etc.
bulletMembership of the Board is voluntary and uncompensated.

Financials for Association        

bulletCommon charges must be received in full by the management company
by the 10th day of each month; any payment received after that day will
incur a "late payment" fee;
bulletThe unit owners' annual meeting approve common charges and any
special assessment that may be proposed by the Board.
bulletThe board is responsible for maintaining an Association reserve fund.

Pool rules

bulletOwners sign an agreement to abide by association pool area rules to
receive a pool pass key, and this may be passed to renters with
Association Board approval.
bulletThe pass key must be visible/or available  at all times when in the pool area.
bulletThe gate to the pool must be closed after entry or departure.
bulletPool hours are from 6:00AM to 10:30 PM
bulletGuests must be accompanied by resident at all times, and the pass key cannot be passed to anyone other than the owner or resident.
bulletThere will be an "Adult Only" swim each Sunday through Friday, 6:00 PM- 7:00PM.
bulletThere is no lifeguard on duty so all pool activities are at your own risk.
bulletIn the pool area it is not permitted to:
bulletdive,
bulletuse snorkeling or scuba equipment
bulletplay with Frisbees or balls
bulletand any running, jumping, climbing or rough play is banned
bulletno flotation devices
bulletno outdoor cooking
bulletAny child under 14 must be accompanied by an adult.
bulletNo glassware or breakable items are allowed in the pool area;
bulletNo loud music, shouting or excessive noise at any time;
bulletNo smoking is allowed;
bulletNo pets are allowed;
bulletOwners or residents are asked to clean-up, put down any umbrellas used,
clear all personal property from tables and dispose of the trash in the garbage
collection area.
bulletOwners or residents are asked to clean up the poolhouse --if used--
by turning off lights and water faucets, removing all personal property from the poolhouse and locking the poolhouse after use.
bulletthe non-observance of any pool rule will be met by fines ($25 per occurrence)
and/or the suspension of all pool privileges for the remainder of the season.

Reservation of Pool and Clubhouse

bulletEach owner or resident must request the reservation of the poolhouse; this is to be done two weeks prior to the requested party date.
bulletAll applications must be approved by the Association Board.
bulletAll notices of approved parties must be posted on the Association bulletin board (by the mailboxes) at least one week prior to the event.
bulletNo rentals for poolhouse parties on national holidays, or during holiday weekends.
bulletReservations are for four hours only, and and all pool rules apply.
bulletDuring private parties all owners or residents are free to use the pool.

bulletThe unit owner will be responsible for all damages (including those caused by the owner or guests) as well as the clean-up of the entire pool area and surrounding grounds
bulletall damages will be assessed at replacement cost
bulletIf poolhouse is not cleaned up after the party the association will impose $75 per hour clean-up charge

Pet Rules                               

bulletThe association permits pets but all dogs must be leashed when anywhere on common VPA property (-including all areas outside unit doors and gardens and lawn outside the VPA).
bulletAll owners or residents must clean-up after their animals on any VPA property
bulletAll owners or residents are responsible to control their  animals and any damage caused by the animal must replaced at the pet owner's expense.
bulletAll dogs must be licensed by the Town of Darien.
bulletOwners and walkers must pick-up after their pets out of courtesy.

Refuse collection and Dumpster rules

bulletAll disposal must be in firmly secured plastic bags and put in dumpster not along side.
bulletAll cardboard boxes must condensed into small flat sections before being put in dumpsters.
bulletNo toxic elements or heavy or large items may be put in dumpster--including no paint, batteries, furniture, TVs, packing crates, appliances, machinery, screen doors, flammable or otherwise dangerous material; these should be taken to the Town Refuse Center which involves acquiring a dump sticker at Town Hall.
bulletTwo recycling bins are only available for a) all plastics and glassware and
b) newspapers .
bulletNothing should be left on the ground and if refuse falls from the garbage bags, it should be picked up and placed in the dumpster.
bulletEach owner or resident is responsible to clean up any broken bottles or discarded material that is left in the garbage collection area.

For sale notice

bulletNo "For Sale " or any other advertisement may be placed on the property of the association.
bulletExceptions are made for "open houses" for real estate brokers.
All exceptions granted must be in writing from the Association's Board.
bullet Any infraction to these rules will incur a $50 per day fine.

Restriction on occupancy

bulletEach unit is restricted to residential use as a single family residence;
bulletGarages and parking spaces are restricted to use by the unit;
bulletParking spaces are restricted to passenger vehicles with the specific
exclusion of trucks, campers and commercial vehicles.
bulletGarages may used for storage only insofar as will not interfere with
their use for the parking of vehicles.
bulletNo unit may be leased for a period less than 60 days.
bulletNo unit owner may own more than two units.

Alterations and improvements

bulletNo unit owner may make any structural addition or improvement
to their unit's  exterior without board approval.
bulletNo window air-conditioners are allowed except in short-term emergencies,
and not to exceed 30 days.
bulletAll units are total electric, and no fixed propane storage tanks are
allowed for cooking or fireplace usage.

Exterior appearance and Screens

bulletUniformity of the complex must be preserved in all aspects
bulletThe following must conform to specification:-
bulletall outside window screens
bulletall front door and screen doors
bulletall rear door and screen doors
bulletall fences on the decks and patios must meet Association standards and purchase and installation are at owner's expense.
